Why might excluded items still be indexed?

EDIT Disregard, someone copied over an untouched Sitecore.ContentSearch.config.

In our inbound index filter we are excluding all items which do not have a particular template in there base templates, or are flagged as noindex (a field in our templates). Within the conditions we are writing to the log to verify these items are being marked as excluded, and we are using what we know to be the proper way of doing so with args.IsExcluded = true; Yet for some reason, the items are still landing in our index.

These items do contain a rendering, but still should not be indexed.

Is the ApplySitecoreInboundFilter processor defined in your coveoInboundFilterPipeline?

Of course, otherwise we wouldn't be receiving the messages in our logs.
