Coveo for Sitecore v4 - The queue crawler is either missing or denied in the CES license.

We got the new license - Coveo for Sitcore V4 Pro on Premise and link the Sitecore instance to the cloud platform after installing CES7, Search API, and Coveo for Sitecore 4.0. All Coveo components are working fine on the Coveo diagnostic page on Sitecore admin site. However, when trying to rebild the sitecorewebindex, this error pops up

The queue crawler is either missing or denied in the CES license.

Our DEV site follows the same process and it works. We've reinstalled all the Coveo components but that did not resolve the issue. We do notice that the Coveo source for the search index does not exist, by checking the CES admin web tool. Not sure which part we were doing wrong. Please help!

Anything else in your logs?

In the CES admin tool, are queue sources allowed?

It works for your master index?
