How can one determine the scope of data being indexed? (Salesforce, Express)
I have seen that one can setup Coveo to run as a specific user to ensure that search results are limited when displayed but does this also mean Coveo will not index this data?

The Coveo Salesforce Connector can only access the data it's granted access to, so obviously only this can end up inside our own index. At query time, we also further restrict the data available based on who is executing the query, to replicate exactly the behavior of Salesforce.
