Do you use your non production organization to host fields/sources for multiple environments/developers? This is a bad practice in general. Each developer should work on a trial Coveo Cloud organization and have its own index, fields, and sources.

No, the field limit cannot be increased. You have to clean up the fields you are syncing and indexing.

Unused fields are fields that are used in 0 sources in the Coveo Cloud organization. If you have some, it is worth doing it. If you have none, it will not help.
It's worth noting that Coveo can do this 'clean up' job for you.
If you are using Coveo for Sitecore 5 there is an API method you can call to get the job done (check this link).
Otherwise, you can still pass Coveo control panel to archive pretty much the same result.
