How to enable remote developer workstations without indexing workstation content?

Scenario: remote developers (Contractors) with local instances of Sitecore VPN’d into enterprise where CES is installed. Contractor’s workstations are not domain joined to customer’s DC.

Question 1: What is the lowest barrier of entry to install the Coveo for Sitecore package onto the developer workstations where A) the local workstation content is not indexed and B) the Coveo for Sitecore controls can successfully connect to the remote CES server?

Question 2: From a license key point of view, do developer workstations need to match the customer's CES license or can the individual developers' free Coveo for Sitecore key work?

Question 3: How do we ensure that developer workstations’ content is not added to the test index?

Question 1: I am not sure if I understand. Simply upload the package on the dev machine and change the Source Name, Security Provider name and other nodes in the Coveo Search Provider.config file according to this documentation: https://developers.coveo.com/display/public/SC201501/Scaling+Coveo+for+Sitecore+Over+Multiple+Servers

Question2: You can use the Free license on the remote environment.

Question3: You can disable the indexing/publishing strategies on the index declaration in the Coveo.SearchProvider.config file. This is also documented in the link above.
